Shot peening/cryo treating isn't cheap.
Machining - Painfully slow AND expensive.
Forged pistons - Not cheap
Blah blah blah, it goes on.
You can boost it on a budget with (relative)quality parts.
Grassroots Motorsports magazine(February 2009 Issue) built a turbo ls crx from scratch for ~$2k re-using oem parts from other manufacturers(DSM), and spending money wisely elsewhere.

my complete buildup consists of 1200 using mostly oem parts from different engines. and i could boost it on top of my build in the future if wanted, but not now
